Have you ever read Cities in Civilization, by Sir Anthony Peter Hall? It goes through the golden ages of various cities throughout time, showing the conditions which allowed them to flourish.

Post-Roman German government, would be very interesting to see with an emphasis on the Germanic concept of self-perfectability, and its relation to both the Anglo-Saxon and Gallic concepts of liberalism.

Oh- the Catasta tax system of Medici era Italy was very interesting.

Another interesting subject is the economy of Scotland during the 18th century, during which it possessed one of the freest economies seen even including modern times. Murray Rothbard described the economy briefly in his "The Mystery of Banking."

Another interesting topic would be the treatment of non-muslims under Islamic law.
